PROPOSAL PROJECT UNDER SABAH DEVELOPMENT CORRIDOR (SDC)

SEDCO has proposed 10 major projects to accelerate economic development with focus on providing industrial infrastructure and creating new growth centres. Tourism development is also given priority. In all its project undertakings, SEDCO adheres strictly to the following principle such as environmental conservation, adding value to products/services and poverty eradication.

The projects are as follows: -

1) Tourism Development (Semporna)

2) Bandar Baru Titingan

3) Kinarut South Satellite Township

4)Sandakan Integrated Exchange Terminal (SITExT)

5) Kudat Deep Water Oil & Gas Support Services

6) Lahad Datu Hotel

7) Apas Industrial Estate


 

1. TOURISM DEVELOPMENT AT SEMPORNA

This RM700 million integrated waterfront development on 41 acres of reclaimed land from the town’s waterfront is to be undertaken jointly by SEDCO subsidiary SUDC and a private partner. It is aimed at transforming Semporna into a thriving commercial, cultural and tourism hub. Major components of this development are hotels and resorts, a commercial centre with retail stores, a shopping mall, business and convention centre, exhibition centre, business suites, esplanade and marina with mooring facilities for yachts and leisure boats, a water theme park and fairground.

Update: -

Currently, Project Masterplan has been prepared with further amendment made to the phase 1 development. The area earmarked for the development is a titled land owned by SUDC, SEDCO Group subsidiary. A massive landfill is needed before the project could be implemented. SUDC Board has approved the planning works such as EIA study, architectural and engineering design. Ongoing discussion still held between SUDC and its partner, Long Yuan Construction to determine the mode of participation by the china concern.


2. BANDAR BARU TITINGAN

The proposed RM1.5 billion Bandar Baru Titingan urban renewal project on a 326 acres site within the Tawau Municipality is aimed at the orderly and environmentally friendly development of this bustling border town. Tawau’s geographic proximity to the boundary with Kalimantan and strategic position as a commercial port within the BIMP – EAGA demands orderly growth and modernization as it has been designated as a major commercial, industrial and tourism hub.

Update: -

Preliminary Conceptual plan has been developed. The area identified for the project is owned by the government. The Authority has advice SEDCO to apply for the whole area and the development would be carried out jointly with a local company AKAR BUDI TUAH. We are now awaiting approval of land before proceeding the detailed plan and study.


3. KINARUT SOUTH SATELLITE

The project site lies close to the Papar-Penampang district boundary about half way between Kota Kinabalu and Papar Town. It is fast becoming a secondary tourism zone and shows all the signs of becoming a major satellite town within the Kota Kinabalu-Papar belt , somewhat similar to the urban spread emerging between Kota Kinabalu and Tuaran to the north of the state capita. A number of welfare institutions, the National Youth Training Centre, Mara Junior Science College, GOF complex, Outward Bound School, two riding schools, and an Adventure Sport Centre are located in the vicinity. The proposed project covering 244 acres will transform the presently dilapidated old town into a modern, attractive satellite town with all civic amenities and infrastructure. The main focus will be on providing affordable homes including riverfront bungalows, semi-detached houses, terraced houses, walk-up apartments, retail shops, market, bazaar, cultural centre and recreational facilities for both locals and tourists from abroad. Total project cost is estimated at RM500 million.

Update:

SUDC has received revised development plan from Longma Construction Corporation comprises a golf course, hotel and residential targeting for international market. However, estimated construction cost is yet to be determined. At the moment, the land presently owned by YSG is subject to a proposed land swap involving SUDC’s Meruntum land.


4.SANDAKAN INTEGRATED EXCHANGE TERMINAL

 

 

The Sandakan Integrated Trade and Exchange Terminal (SITExT) is a RM315 million joint-venture with Peninsula-based Windsor Trade Sdn.Bhd. It is an ultra modern trade and logistics hub for Sandakan to cater to the substantial regional barter and coastal trade between Sabah, the Southern Philippines, Sulawesi and Kalimantan (Indonesia). Its main components are a deepwater wharf and jetty, bunkering facilities, passenger ferry terminal, CIQ complex, hotel and retail outlets, a modern shopping mall and dedicated grain terminal.

Update: -

Fund allocation has been applied to Unit Perancang Ekonomi (UPE) Jabatan Perdana Menteri for the infrastructure development cost around RM35 million. UPE JPM has informed that the fund allocation RM35 million for infrastructure development cost is now ready. The mechanism to funding the project is yet to be determined. The project would be implemented once the DP is approved and the project financing is finalized.


5.KUDAT DEEP WATER OIL & GAS SUPPORT SERVICE

This project is planned to strengthen the economic linkage within the wider agropolitan hub emerging between Kudat, Pulau Banggi and Sikuati. Apart from planned urbanization, this new growth centre will reduce rural-urban migration within and beyond the northern parts of Sabah by creating new opportunities in commerce, small and medium industries, education and tourism, including sport fishing.

Update: -

The land for the proposed project has been earmarked and the land application has been submitted to Jabatan Ukur. The initial proposal was for the development of Limau-limauan into a new town ship incorporating an Agropolitan concept, however recently the authority proposed that the are be develop into an Oil and Gas services Hub. Preliminary study is now being carried out.


6. LAHAD DATU HOTEL

This project consists of a 170-room business class hotel on a 2.3 acres site with an excellent view of the Darvel Bay overlooking Lahad Datu Town. A main feature of the hotel will be a business centre and conference and convention facilities and services. The estimated project value is RM50 million

Update: -

Layout plan for the hotel has been completed. The piling work has been completed and construction work is expected to proceed in early 2010 when structural frame for Darvel Bay Plaza completed


7.APAS INDUSTRIAL ESTATE

This 100 acres industrial estate is located at km 4, Apas Road, Tawau. The main components are a port and jetty, ferry terminal, a commercial centre for cross-border trade and industrial lots and buildings. The total estimated project value is RM300 million

UPDATE:

Preliminary conceptual plan has been developed. Funding assistance by the government is needed since the project will stimulate inter-regional trade within the BIMP-EAGA.
